After a period in the 1950s and 1960s in which it flirted with thorium, the US government shut down its research into the radioactive element, preferring to go the uranium route. Critics say thorium was pushed aside because uranium was an easier component for nuclear weapons. But times have changed, and thorium’s status as a safer alternative to uranium is now a help, not the hindrance it was during the Cold War.</div>

They contribute less than three per cent of the country’s total energy generation, yet radioactively pollute at every stage of the nuclear fuel cycle: from mining and milling to reprocessing or disposal. There is no long-term radioactive waste disposal policy in India.<br style="outline-style: none;" /><br style="outline-style: none;" />The inherent risks of nuclear power are made greater in India by the <a href="http://www.greenpeace.org/india/en/What-We-Do/Nuclear-Unsafe/Nuclear-Power-in-India/Indian-Nuclear-Establishment/" style="color: #467f0d; outline-style: none; text-decoration: none;" target="_blank">structure of the country’s nuclear establishment</a>. he organisation in charge of safety in all nuclear facilities, the Atomic Energy Regulatory Board, shares staff and is provided funds with the organisations it is supposed to be regulating. This compromises its ability to act independently and enforce vigorous safety regulations.<br style="outline-style: none;" /><br style="outline-style: none;" />In addition, there is little distinction between military and civilian nuclear affairs, and all matters of atomic energy come directly under the Prime Minister, not parliament. This means the nuclear establishment is under no obligation to disclose information on the nuclear power sector to citizens. There’s no excuse for this opacity in a country with an ambition to use nuclear energy for electricity.<br style="outline-style: none;" /><br style="outline-style: none;" />Regardless of these flaws, India is one of the few countries in the world that is expanding its nuclear power sector at an enormous rate. It intends to set up ‘nuclear parks’ supplied by foreign companies and operated - for now - by the Nuclear Power Corporation of India Limited (NPCIL), a government-owned company. These ‘parks’ are planned to have installed generated capacity of 8,000-10,000 MW at a single site. As the greatest installed capacity at one site is currently only 1,400 MW (Tarapur Atomic Power Station in Maharashtra, with four reactors), this is a huge increase.<br style="outline-style: none;" /><br style="outline-style: none;" />Russian company Atomstroyexport, a government subsidiary, has reached a deal to build sixteen nuclear reactors in India. Just in the last month, the Council of Economic Advisors released a <a href="http://www.whitehouse.gov/sites/default/files/docs/the_cost_of_delaying_action_to_stem_climate_change.pdf" style="color: #000066; outline: none; text-decoration: none;">report</a> estimating that each decade we wait to reduce emissions increases the cost of meeting carbon standards by 41 percent, the Senate Budget Committee held a hearing on the cost of inaction on climate change, and even bastions of the financial community like former Treasury Secretary Robert Rubin are <a href="http://www.washingtonpost.com/opinions/robert-rubin-how-ignoring-climate-change-could-sink-the-us-economy/2014/07/24/b7b4c00c-0df6-11e4-8341-b8072b1e7348_story.html" style="color: #000066; outline: none; text-decoration: none;">issuing similar warnings</a>. To avoid the most severe impacts of climate change, we must drastically cut fossil fuel consumption and replace that energy with renewable alternatives. Given this, we need to focus our attention and efforts on determining the best strategies to move forward for the next five years and the next fifty.</div><div style="font-family: Helvetica, Arial, sans-serif; font-size: 12px; line-height: 18px; margin-bottom: 15px; margin-top: 15px;">The good news is that the U.S. has an abundance of renewable energy resources. The sun shines hot and long in the South and West, wind howls in the mid-Atlantic and Midwest, and the water runs freely in the Northwest. We tend to perceive negative energy as something other people have. Sure, sometimes we feel negative – as in, “go away and leave me alone, world!” but did you know that negativity can be so ingrained in you that it goes unnoticed?</div>

That’s because negativity sometimes wears a disguise called ‘reality’. It’s easy to rationalize that you’re ‘just being realistic’ in not daring to act on a dream – and believe it!</div>

You may assume that positive people are not being realistic – that they’re being naive, that they are in denial with their heads stuck in the sand, that they put on fake smiles in the face of difficulty and so forth. But are they really happy idiots or is there something to their positivity?</div>

Once again the Register has published a predictable essay by Carolyn Heising, where she trots out the same old line explaining how nuclear power is this country's energy savior ("Climate Needs New Support for Nuclear Power," July 27). Since she is an Iowa State University professor of nuclear engineering, this is no surprise. It's her job.</div>

It's inexcusable, however, for her to continually describe nuclear power as "emission-free". Nuclear power creates plenty of emissions, many of the fatal variety. In addition, each year nuclear power creates 2,000 metric tons of high-level radioactive waste and 12 million cubic feet of low-level radioactive waste in the U.S. alone.</div>

One significant nuclear power accident in Iowa could wipe out millions of acres of productive farmland and endanger thousands of residents. Nuclear power is a dangerous gamble for Iowa, and it's a risk that insurance companies absolutely will not take. When Heising can produce a single private insurance company willing to insure a nuclear power plant, then we can talk about nuclear power.</div>

In fact, Strauss was actually talking about fusion power, which, at the time, was a top secret, Cold War concern of the American government. However, the supposition of the country’s technocratic elite was that just as fission research had led to both the atomic bomb and plants like the one at Shippingport, fusion breakthroughs would soon lead to controlled fusion reactions and reactors that would herald the coming age of plenty that Strauss predicted.</div>

The chairman of the IPCC, an international panel of the world’s top climate scientists, warned earlier this year that <a href="http://www.theguardian.com/environment/2014/mar/31/climate-change-threat-food-security-humankind" style="background-repeat: no-repeat; border-collapse: collapse; color: #005689; margin: 0px; padding: 0px; text-decoration: none;">“nobody on this planet is going to be untouched by the impacts of climate change”</a>.</div>

Any politician who runs as the personification of hope is bound to be a bit of a let down. And so it seemed for five long, hot years. Barack Obama inaugurated his first US presidential term by promising to “roll back the spectre of a warming planet”. Yet he seemed unable (or willing) to even roll back the ghosts haunting his Congress. Now, as he staggers into his legacy-building stage, Obama has confronted and even circumvented Congress. His <a href="http://www.theguardian.com/environment/2014/jun/02/obama-rules-coal-climate-change" style="background-repeat: no-repeat; border-collapse: collapse; color: #005689; margin: 0px; padding: 0px; text-decoration: none;">emissions caps on coal power stations</a>, announced last month were the culmination of a <a href="http://www.theguardian.com/environment/2014/may/06/barack-obama-climate-change-us-weather-forecasters" style="background-repeat: no-repeat; border-collapse: collapse; color: #005689; margin: 0px; padding: 0px; text-decoration: none;">massive public relations push</a> and<a href="http://www.theguardian.com/environment/2014/may/06/climate-change-report-us-dire-warning" style="background-repeat: no-repeat; border-collapse: collapse; color: #005689; margin: 0px; padding: 0px; text-decoration: none;">scientific blitzkrieg</a> with Obama as its champion, potentially making the next presidential election a referendum on climate change action.</div>

Just a day after the launch of Obama’s big crackdown on coal, He Jiankun, <a href="http://www.theguardian.com/environment/2014/jun/03/china-pledges-limit-carbon-emissions" style="background-repeat: no-repeat; border-collapse: collapse; color: #005689; margin: 0px; padding: 0px; text-decoration: none;">a top Chinese government climate advisor told Reuters</a>, “The government will use two ways to control CO2 emissions in the next five-year plan, by intensity and an absolute cap”. This was the first time the promise of limiting absolute emissions had emerged from a source close to the Chinese leadership (even if He was later forced to disown the comments).</div>

The response of world’s largest emitter of carbon has the potential to be swift and decisive, given its centrally controlled economy. Responding to smog-tired residents in China’s cities, the government has ordered a<a href="http://beijing.china.org.cn/2013-09/12/content_30004752.htm" style="background-repeat: no-repeat; border-collapse: collapse; color: #005689; margin: 0px; padding: 0px; text-decoration: none;">mass shutdown of coal plants within a few years</a>. Coal control measures now exist in 12 of the country’s 34 provinces. <a href="http://www.greenpeace.org.uk/newsdesk/energy/data/data-how-china%E2%80%99s-coal-control-measures-could-help-avoid-catastrophic-climate-change-six-charts" style="background-repeat: no-repeat; border-collapse: collapse; color: #005689; margin: 0px; padding: 0px; text-decoration: none;">Greenpeacehave estimated</a> that if these measures are implemented, it could bring China’s emissions close to the level the <a href="http://www.iea.org/" style="background-repeat: no-repeat; border-collapse: collapse; color: #005689; margin: 0px; padding: 0px; text-decoration: none;">International Energy Agency</a> says are needed to avoid more than 2C warming.</div>

Everyone is looking to the day when battery technology can economically partner with the popular yet variable renewables: solar PV and wind.</div><div style="margin-bottom: 15px;">But what if today there was a proven way to store vast amounts of energy at capital costs lower than what battery technologists hope they might achieve in 20 years time? A technology with high round-trip efficiency and one heck of a lifespan: 85 years and counting!</div><div style="margin-bottom: 15px;">If you have read this article’s title, then you know where we are going with this: pumped hydro.</div><div style="margin-bottom: 15px;">You may know, in energy terms, pumped hydro can be enormous (the Bath County Virginia facility with 3 GW of generation capacity and 30 GWh of stored energy is said to be the “world’s largest battery”), or niche (the 11 MW <a href="http://reneweconomy.com.au/2014/a-high-renewables-tomorrow-today-el-hierro-canary-islands-79580" style="color: #0c4a80; text-decoration: none;"><span style="color: #0433ff;">El Hierro</span></a> pumped hydro facility, partnered with wind, now makes that Canary Island 100% renewable).</div><div style="margin-bottom: 15px;">Possibly you already know that pumped hydro – with 140 GW of generation capacity installed globally – dwarfs all other forms of frequently and deeply cycled, on-purpose energy-storage technologies such as batteries, compressed air, flywheels, molten-salt-thermal storage, or synthetic chemicals created to store energy, combined!</div><div style="margin-bottom: 15px;">Why? Because for so long pumped hydro has been the <a href="http://reneweconomy.com.au/2013/the-long-term-storage-challenge-batteries-not-included-73186" style="color: #0c4a80; text-decoration: none;"><span style="color: #0433ff;">cheapest</span></a>. At the <a href="http://www.energy.unimelb.edu.au/opportunities-pumped-hydro-energy-storage-australia" style="color: #0c4a80; text-decoration: none;"><span style="color: #0433ff;">University of Melbourne Energy Institute</span></a> (MEI) we surveyed literature costs for pumped hydro projects globally and found capital costs as low as $100 to $200 capital per kWh of useable energy stored. The incumbent electric monopoly serving Santa Fe, Public Service Company of New Mexico (PNM), gets just 1 percent of its energy from solar in a state that some call the “Saudi Arabia of solar.” The result is a citizen-driven movement to explore a city-owned utility, and to make the most of the local renewable resource.</div>

Mariel says, “I look at my kids in their eyes. I don’t say ‘you have so much potential’ and leave it at that. I want them to maximize their potential….We have abundant solar and wind resources in New Mexico. The incumbent monopoly has failed to take advantage.”</div>

<li style="box-sizing: border-box;">It could increase the percent of local energy fivefold (and possibly much further with local utility-scale solar and city ownership of a combined-cycle natural gas power plant)</li>
<li style="box-sizing: border-box;">It could increase customer-sited and -scaled energy from a pittance to over 11 percent</li>

Four years ago, Scott and Julie Brusaw announced their provocative concept of "<a href="http://www.solarroadways.com/intro.shtml" rel="nofollow" style="box-sizing: border-box; color: #0079c2; line-height: inherit; text-decoration: none;" target="_blank">Solar Roadways</a>," a system of modular ‘pavement’ solar panels that could be installed directly onto roads, parking lots, driveways, bike paths, and “literally any surface under the sun." The idea got traction (no pun intended) and since then, the Brusaws have received two rounds of funding from the Federal Highway Administration as well as a private grant to develop their project.</div>
<div style="box-sizing: border-box; margin-bottom: 1em;">
The concept of solar roadways may sound too good to be true …but is it? Scott and Julie Brusaw, co-inventors of Solar Roadways, have been working on the project since 2009. Basically, solar roadways can be almost anywhere; parking lots, driveways, highways, roads, etc… made out of photovoltaic panels. The team has done some <a href="http://solarroadways.com/numbers.shtml" rel="nofollow" style="box-sizing: border-box; color: #0079c2; line-height: inherit; text-decoration: none;" target="_blank">calculations</a>; they’re premise is based on the idea that there is approximately 31,000 square miles of usable road surfaces in the US, and if all of these were covered the Solar Roadways system could produce over three times the electricity that is used by the entire country. That’s an incredible potential and even if only a fraction of that space were converted, it could lead to a huge paradigm shift in several economic equations …not just energy.</div>
<div style="box-sizing: border-box; margin-bottom: 1em;">
The hexagonal panels, made of glass may look fragile, but are designed to be driven on have been rigorously tested for safety and durability. They have proven to be as good or better than asphalt or concrete. The panels have been tested for traction, load testing, and impact resistance. They’re supposed to withstand a 250,000-pound load, typical of the heaviest trucks. In fact, they’ve actually already developed a working prototype that’s been installed in a parking lot, and they’re now <a href="https://www.indiegogo.com/projects/solar-roadways#home" rel="nofollow" style="box-sizing: border-box; color: #0079c2; line-height: inherit; text-decoration: none;" target="_blank">crowd sourcing</a> funds in order to tweak the design and move towards production. Obviously, this project isn’t going to be cheap. Solar Roadways are hoping to raise $1 million on their <a href="https://www.indiegogo.com/projects/solar-roadways#home" rel="nofollow" style="box-sizing: border-box; color: #0079c2; line-height: inherit; text-decoration: none;" target="_blank">indiegogo</a> page so that they can hire engineers to make final modifications and move from prototype to production. They think that if they reach their target they should be able to begin installing projects at the end of the year.</div>

<strong style="box-sizing: border-box;">Why Solar Roadways are a Big Deal</strong></div>

Imagine this …would you like to drive your electric car on roads that don't have potholes, don't need re-construction every year, roads that will ‘self clean’ snow or ice on them in the winter, and have illuminated lines that you can see? Solar roadways will be able to accomplish all of this with existing technology. When the panels get damaged, it would literally take just a few minutes for it to be replaced. The heating elements in the panels to rid the roads of ice and snow, not only making winter driving a lot safer, but imagine all the avoided expenses of keeping roads plowed! There are also imbedded LED lights instead of painted lines, and the lights can be programmed to changed, like at crosswalks, to alert drivers to pedestrians. They can also be used to alert drivers to deer and other animals on the road, saving lives and insurance money.</div>

What about cost? The production costs of the panels are not yet known, but if estimates of the electricity generated were close to accurate, they would pay for themselves. They could also pay for themselves with advertising in parking lots, using the LED lights. Of course, the switch to solar roadways would be gradual and will have to prove viability before large scale adoption. Based on the mass potential, solar roadways would be able to provide enough solar power to power the entire United States, and then some. We could rely solely on a clean energy source; get away from foreign oil, and cut pollution and carbon emissions drastically. And because the solar roadways will be tied into the grid, another benefit is the decentralization of power generation, which increases energy security.</div>

The debate as to whether nuclear power is a safe, suitable and essential option for India has been going on for many decades. While the proponents of the nuclear power have been offering many arguments in favour of the option, there have been any numbers of issues raised by those who consider it to be not a credible solution to meet the legitimate electricity requirements of our society on a sustainable basis. Whereas such a debate has been going on in other countries also, a densely populated and poor country like India should consider the nuclear option from the perspective of overall welfare of its communities.</div>

<strong style="margin: 0px; padding: 0px;">Overarching principles on societal welfare</strong></div>

While the contentious issues on safety, sustainability and economics of nuclear power may not be settled in the near future there is an urgent need to look at nuclear power from the perspective of Precautionary Principle as adopted by the UN Convention on Biological Diversity (1992), and as per the spirit of our Constitution. The Precautionary Principle is an approach to uncertainty, and provides for action to avoid serious or irreversible environmental harm in advance of scientific certainty of such harm. According to this principle, those activities which are likely to pose significant risk to nature shall be preceded by an exhaustive examination; their proponents shall demonstrate that the expected benefits outweigh potential damage to nature, and where potential adverse effects are not fully understood, the activities should not proceed. Since the economic costs and risks associated with nuclear power to our society is not negligible, since many implications/consequences of a nuclear accident are not known yet, and since the total cost to the society of safeguarding the spent nuclear fuel for hundreds of years is not known, the basic need for additional nuclear power capacity can be and must be analysed objectively.</div>

In the overall context of the societal welfare some fundamental questions need to be raised. The primary objective of a nuclear power station is the production of electricity. There are many benign ways of producing the electricity. Has our society harnessed all the benign alternatives available for us to the maximum extent? What is the efficiency of the usage of the existing electricity infrastructure in the country? Is there a scope for meeting all the legitimate demand for electricity of our society by a combination of these benign alternatives? Can an objective analysis of Costs V/S Benefits of a nuclear power project as compared to these benign options prove beyond reasonable doubt that it is in the best interest of our society?</div>

Also, since the declared objective of nuclear power policy in the country is to meet the electricity demand of our communities, a dispassionate analysis of the very need for nuclear power and suitable alternatives in Indian context has become urgent. As of 30 June 2012 the nuclear power capacity in the country was 4,780 MW out of the total power capacity of 2,05,340 MW. Whereas this small percentage (2.32%) of nuclear power has been less than 5% of the total installed power capacity for decades, the time has come to rationally view the role of such a small percentage in the overall context of the power sector.</div>
<div style="color: black; direction: ltr; font-size: 12pt; margin-bottom: 14px; orphans: 2; padding: 0px; widows: 2;">
CEA data reveals that for the year 2011-12 the electrical energy demand was 936,568 MU, whereas the demand met was 857,239 MU, which meant a short fall of 8.5%. Similarly, for this period the peak power demand was 130,250 MW and the demand met was 115,847 MW with resultant shortfall of 11%. The contribution of nuclear power during this period was 32,287 MU (3.4% of the total). Assuming 80% PLF and 10% auxiliary consumption the maximum power output by nuclear power sector during the peak demand period could be about 3,440 MW, though it could be much less if one or more reactors were not operating at that time. This works out to about 3% of the total power met during peak demand period.</div>

With such a low share of electricity produced how critical has been the nuclear power to our society?</div>

Between 2006-07 and 2011-12 the capacity utilisation factor of the nuclear power plants around the country has varied between 50% and 71% of the installed capacity, as per NPCIL website data. RAPS units 1 & 2 have been de-rated to 100 MW and 200 MW respectively as compared to original designed capacity of 220 MW each.<br style="margin: 0px; padding: 0px;" />Nuclear power authorities had promised a much larger share of nuclear power in the country. Dr. Homi J Bhabha had announced that there would be 8,000 MW of nuclear power in the country by 1980. By 1962, the prediction went upto 20,000 – 25,000 MW by 1987, and by 1969 the AEC predicted that by 2000 there would be 43,500 MW of nuclear generating capacity.</div>

The reality has been quite different. Installed nuclear power capacity was only 4,780 MW in mid-2012. The difficulties faced by the nuclear power sector in meeting its own capacity addition target since independence has to be kept in proper perspective before we plan for additional power plants. There have also been issues with the reliable supply of nuclear fuel. The Integrated Energy Policy (IEP) has estimated that the Uranium reserve in the country can support only about 10,000 MW of nuclear power capacity. If the country were to rely on import of nuclear fuel and technology, the energy security becomes a major issue.</div>

The U.N. Intergovernmental Panel on Climate Change's latest <a href="http://www.ipcc.ch/index.htm" style="border: 0px; box-sizing: border-box; color: #399800; line-height: inherit; margin: 0px; padding: 0px; text-decoration: none; vertical-align: baseline;" target="_hplink">report</a>, which explores ways to cut carbon emissions, put the world on notice. Despite efforts in the United States, Europe and developing countries such as China to ramp up energy efficiency and renewable energy, global carbon emissions have been increasing at a much faster clip than they were just a few decades ago. To avoid the worst of the worst, IPCC scientists say emissions will have to be reduced 40 percent to 70 percent by 2050 and warn that we only have a 15-year window to reverse course.</div>

As Edenhofer points out, the cost of doing nothing likely would dwarf whatever we might spend today to address climate change. That said, it makes the most sense to replace fossil fuels with the most cost-effective, safest, carbon-free and low-carbon options that can be deployed as quickly as possible.</div>

For the biggest source of U.S. carbon pollution -- electric utilities -- the best solution is wind, solar and other renewable energy technologies, which, according to the new IPCC report, "have achieved a level of technical and economic maturity to enable deployment at a significant scale." In other words, renewables are now a lot cheaper and better than they were when the last IPCC report came out seven years ago.</div>

Bright Solar Future</h2>
Between now and 2052, the world of energy will evolve more positively than many other aspects of human culture. And in that world, electrical energy will stand out, not just for replacing fuel energy in all sectors of the United States and the world, but also for doing it much more quickly than expected. The reason for this is simple: electrical energy will be produced with much less capital intensity than fuel energy.<br />
Already, all fossil-based energy production requires heavy capital infrastructure. As the quality and quantity of fuel resources decline, the capital required to extract a gallon of fuel will increase dramatically (witness the intensity of capital required to develop the tar sands reserves). Yet, eventually, suppliers worldwide will be able to produce electricity with relatively small and modular hardware. As this trend develops, both transportation and space conditioning will turn toward increasingly efficient electricity-based hardware. By 2040, in the United States, electricity-supported transportation systems will be common in densely populated areas, and many homes and businesses will have been converted to air- and water-sourced heat pumps that operate on electricity from renewable sources, and will no longer rely on fuel-based boilers. The primary renewable electrical energy source will be solar.<br />
<h2 style="font-size: 22px;">
The Rise of PV and Decentralized Energy</h2>
From 2012 to 2022, centralized utilities and corporations will still control the means of electricity production and will develop large-scale renewable energy plants to meet an increasing fraction of the electricity load. These plants will utilize all forms of renewable energy—whether produced by large-scale wind farms, photovoltaic (PV) farms, very large solar-thermal turbines, or even ocean energy. But as the second decade dawns, three influences will combine to create a rapid shift away from centralized electricity production and toward distributed production by micro-grids.<br />
One driver will be political. In the United States, democratic political institutions will finally recognize the stranglehold that fossil-energy companies exert on public decision making. After public and governmental backlash, lawmakers will enact legislation that levels the playing field, removing the financial and regulatory advantages currently extended to these huge players. The government will require fossil fuels to carry their full cost of production, including their waste stream, and will redirect the resulting revenues into balancing the government budgets (a necessary response to the economic collapses of the United States in the 2010s).</div>
